우리나라는 외국인 산업연수생제도가 시행된 1994년 이후부터 본격적으로 제도를 정비하여 외국인력을 받아들이기 시작하였으며, 그 이후 외국 인력과 관련하여 많은 제도 변화가 이루어져 왔다.

본 연구에서는 외국인력 활용을 둘러싼 최근의 환경 변화와 활용 실태를 분석하고, 유럽과 아시아 국가들의 외국인 인력정책과의 비교를 통해 우리나라의 외국인력제도 개선방안을 모색하고자 한다.

현재 외국인력의 공급이 최근 10여 년 사이에 3배로 증가하고 있는 것과는 대조적으로 국내 일 자리 증가는 급속히 둔화되고 있으며, 생산기능 및 단순인력의 인력부족률은 여전히 높은 수준을 유지하고 있다. 또한 인구구조의 변화와 외국인력의 사회경제적 파급효과를 고려할 때 향후 외국인력 문제는 매우 중요한 정책과제가 될 것이다.

본 연구의 분석 결과에 의하면, 비전문 외국인력의 경우 기업수요에 적합한 인력공급을 통해 수급 불일치를 줄이며, 적정한 고용비용의 산정과 생산성 제고를 위한 교육훈련체계의 강화가 필요하다. 또한 국내 노동시장 변화를 고려하여 도입규모를 탄력적으로 조정하는 방안과 함께 불법체류자에 대한 적극적인 대처가 필요하다.

한편, 우수인력의 확보 및 이를 통한 국가경쟁력 제고라는 관점에서 볼 때 전문 외국인력의 유입을 위한 제도 개선도 중요하다. 이를 위해 인력특성별로 차별화된 전략과 공급체계의 다변화, 소관 부처별 유기적 협력체계 구축 등이 필요하다.

또한 외국인력정책의 전달체계와 관련하여 제도 운영과정에서 나타난 문제점들을 인식하고 절차적 과정을 보다 적극적으로 개선할 필요가 있다. 외국인력 도입절차의 간소화, 외국인력의 선발방식, 행정절차(전달체계 포함) 등 도입과정의 제도 개선, 도입허용 업종 및 사업장별 도입인원 확대, 외국인 근로자 비용부담 개선 등 제도 운영과정, 행정체계에 대한 개선 필요성이 그 예라고 할 수 있다.

After the launch of the foreign industrial trainee system in 1994, Korea has streamlined the system in a full scale and started to freely accept foreign workers. Since then, several system changes have been made regarding foreign workers.

This study analyzes the recent environmental changes in relation to utilizing foreign workers and examines the current status. Then it attempts to seek policy measures to improve Korea’s foreign human resources system by comparing relevant policies of European and Asian countries.

Contrary to the recent triple increase in the supply of foreign workers for the past decade, the number of jobs in Korea has rapidly decreased while the labor shortage in skill work in production and simple work remain very high. Not only that, given the demographic change and the socio-economic ripple effects of foreign workers, the issues concerning foreign workers will become a policy challenge of great significance.

According to the analysis of this study, as for non-professional foreign workers, it is necessary to reduce the mismatch between supply and demand by providing workforce that satisfies corporate demand. It is also necessary to calculate a proper level of labor costs and to strengthen the education & training system for enhancing production. Along with proactive measures against illegal aliens, the method of flexibly adjusting the acceptance size of foreign workers according to the changes in the domestic labor market is needed.

Meanwhile, from the perspective of improving national competitiveness through attracting competent human resources, it is important to improve the system on attracting professional foreign workforce. To that end, it is necessary to come up with a differential strategy that focuses on the characteristics of workers, to diversify the supply system, and to establish a close cooperative system among relevant ministries.

As for the foreign worker policy delivery system, it is necessary to recognize the problems revealed in the system operation process and to actively intervene in improving the system procedures on operation process and administration system, which includes the following: 1) Simplifying the procedure of introducing foreign manpower, 2) Establishing system, 4) Expanding the scope of sectors forthe selection method, 3) Improving the system foreign workforce and the numbers, and 5)for introduction procedure including Reducing their cost burdens.
