A Feasibility Study of a National Health Data and Information System for Korea: A Report Submitted to USAID/Korea

요약 This study has transpired out of the needs for health data
and information recognized by all parties involved in the recent
planning experience. The focus in this study is not only on
evaluating the problems and defects in the existing national
health data and information system, but, also on identifying
feasible solutions as to improving the system which could
effectively meet the pent-up demand for health data and
information. The emphasis is, of course, on the latter rather
than the former. For these purposes, the study begin in Chapter
Ⅱ, with a definition of "system" and a description of the data
and information contents of a national system. next, probable
approaches toward the improvement of the national data and
information system are reviewed and discusses, borrowing from
the recent debates on social information processing and
statistical systems in the U.S. For the purpose of this study, we
subscribed to the broad proposal for national data banking.

Chapter Ⅲ examines the current status Korean health data
and information servicing activities in terms of the organizational
setting, the administrative mechanism and the extent of existing
data collection activities in view of the proposed contents of a
national evaluation of available health data and information,
reaching back th the data collection procedures and reaching
forward tot he storage and dissemination of data and
information. In this survey, censuses, surveys and administrative
reports are considered as the sources of available data and
information. The criteria adopted for technical evaluation of
available data and information are heir reliability and consistency
over time. Based on a technical evaluation of available data the
availability and gaps are assessed and identified.

The collation of bench-mark year data and information is
attempted in Chapter Ⅴ, following the original proposal
submitted to USAID/Korea. This task has, however, proven to
be far more laborious than anticipated without bearing much
fruit. This implies, in fact that the problems and defects
contained in the available health data and information are far
more serious than any casual observer might conceive. This
study concluded with an effort to explore feasible approaches for
establishing a Korean health data and information system,
accepting the reality of existing health statistical servicing
activities. Recommendations are made on reforms to the
administrative and organizational setting, on technical
improvements and on priorities for development of lacking health
data and information.
