요약 1. The work of the Task Force on Trade and Manufactured
Goods was carried out by a team of Korean economists
associated with the Korea Development Institute in collaboration
with an international advisory group of leading experts from the
Pacific Basin countries. The objective of the Task Force was
two-fold: (1) to analyze the patterns of trade in manufactured
goods in the Pacific Basin; and (2) to make a set of
recommendations regarding the ways in which in the Pacific
Basin countries can work together to promote expansion of trade
in manufactured goods in the region as well as in the world at
large.

2. The major analytical findings of the Task Force are:
ㆍ That trade barriers, especially non-tariff barriers(NTBs), are
the most serious obstacles to the expansion of the
manufactures trade in the region;
ㆍ That the Pacific Basin countries, especially the developing
countries, are encountering serious difficulties in marketing
their manufactured products abroad due to differences in
culture and business practices and insufficient marketing
experience; and
ㆍ That growth of trade in the region may be increasingly
impeded by a lack of harmony among economic policies
pursued by the regional countries.

3. The recommendations made by the Task Force are designed
in large measure to alleviate these obstacles to the expansion of
trade in the region. The principal recommendations are as
follows:
ㆍReducing Barriers to Trade
1) Governments in the region should immediately agree to a
moratorium on further NTBs.
2) Existing NTBs in developed countries on such products
as textiles, clothing, consumer electronics, and
automobiles should be liberalized and ultimately
eliminated.
3) Imports controls on processed raw materials in some
countries should be removed and the escalation of tariffs
along stages of processing in the industrial countries
should be reduced and ultimately eliminated.
4) Import controls and high tariff protection of skill and
technology intensive industries in the developing
countries should be reduced.
5) Excessive export subsidies and dumping practices should
be restrained.
6) Governments may agree among themselves to set up
respective national funds for structural adjustment
assistance.
ㆍProviding Marketing Help to Firms
7) Governments should promote general trading companies
serving regional firms and may even consider creating a
jointly owned general trading company.
8) Governments should try to make regulations more
transparent to foreign firms.
9) Governments may consider the creation of regional
centers for the training of personnel in international
commerce and, eventually, the creation of a Pacific
commercial college.
ㆍ Increasing the Harmony of Policies
10) Regional countries should hold regular consultations on
economic prospects and macro-economic policies.
11) Regional countries should hold regular consultations on
sectoral policies and industrial planning.

4. Of all the actions it recommends, the Task Force assigns the
highest priority to the recommendation that governments pledge
an immediate standstill to protectionist measures. The Task
Force also assigns high priority to the recommendation that
governments provide marketing help to firms in the Pacific
Basin and calls upon Japan to be the major provider of such
help.
