<개 요>

□ KDI는 캐나다의 CIGI(Centre for International Governance Innovation), 국제적십자연맹 등과 공동으로 빈곤감소와 기초적 교육‧보건 및 양성평등을 추구하는 수준을 넘어 역동적이고 포용적이며 지속적인 발전을 촉진하기 위한 개발 패러다임을 모색중임.

• 2011년 2월 제네바 기획회의와 6월 벨라지오 워크숍을 통해 잠정안을 도출한 바 있음(Bellagio Team).
  
  * Post-MDGs가 추구해야할 궁극적 목표:
  1) 단순한 소득 증대 차원을 넘어 자유의 신장과 잠재력의 실현을 모색하는 과정으로서의 개발, 즉 ‘자유로서의 개발’(development as freedom)을 추구함.
  2) 약자의 목소리(Voices of the Poor)를 반영하여 성과지표를 설계함으로써 빈곤·삶의 질·행복의 의미를 명확하게 하고 포용적 성장을 추구
  3) MDGs의 한계극복:
  - 개도국과 선진국에 공히 적용될 수 있는 목표를 설정함으로써 Post-MDGs에 대한 개도국과 선진국의 수평적 관점 확보
  - 빈곤, 보건, 교육 등 초기 개발단계에만 치중함으로서 상대적으로 부족했던 산업발전이나 자생적 경제발전을 위한 시스템 구축을 위한 노력 강화.

□ 본 공동연구를 통하여 ① MDGs 이행경험을 통해 얻은 교훈들을 체계화하고, ② Post-2015 개편방안을 구체화하며, ③ 선진경제국과 개발도상국 모두가 적용가능한 역동적이고 포용적인 성과지표를 설계함으로써, ④ 지속발전을 향한 개발 파트너십 구축을 위한 해결책을 제시하고자 함.

* Bellagio Report에서 제시한 Post-2015 Goals:
1) 인권 및 인력개발: 최소임금 및 생활환경 보장; 생활이 가능할 수준의 음식과 물 제공; 사회참여를 위한 적절한 교육과 훈련 제공; 육체와 정신적 건강을 위한 보건의료 제도 구축
2) 인간 공동체 보호: 자유를 제한하는 사회적 폭력 등으로부터의 안전 보장; 사회참여 및 혜택수여에 있어서의 성평등 실현; 자연재해 및 기술적 위험으로부터의 보호; 정보·서비스·기회 접근성 확보를 위한 인프라 구축
3) 범세계적 공익 실현: 인권 및 정치적 권리 실현을 위한 시민 역량 강화; 지속가능한 환경보호제도 구축; 세계경제활동에 대한 공평한 이익재배분 제도 구축; 국제기구 및 협력체제의 투명성 및 책임성 강화를 통한 글로벌 거버넌스 실현

□ 2012년 4월 9~11일 프랑스 파리 OECD에서 전문가 회의에서 본 공동연구의 중간결과를 보고 및 점검하였음.

* 프로그램 개요:
1) 참가기관: KDI, CIGI, IFRC, OECD, Manchester University, ODI, WHO, DFID, FAO, ABD, World Food Programme, IPRCC 등 18개 기관
2) 진행방식: 사회지표 전문가를 포함한 OECD 연구원 15여명의 패널을 포함하여 약 40여명이 참가하는 전문가 회의로서 벨라지오 워크숍을 통해 도출된 12개의 목표분야에 대하여 각 전문가가 설계한 20개의 세부목표 및 60개의 성과지표를 논의하고 수정·보완하여 2차 잠정안 도출
3) 향후계획: 2012.6~9월 약 3개월동안 BRICS를 중심으로 하는 지역별 설명회를 개최를 통하여 Post-2015에 대한 개도국의 의견 수렴 및 협의, 수정 보고서 작성. 2012년 9월 뉴욕에서 개최될 예정인 UN총회에서 연구결과 보고 및 각국 정상의 의견 수렴. 2012년 11월 이탈리아 벨라지오에서 UN총회에서 수렴된 의견을 반영한 최종보고서 작성
