• To reach the goals, a correct ressource allocation  is a condition neccesary but is not enough. It is important to have in mind the stability and transparency of the  procedures.
   
• It is also important, public–private partnership (PPP) to allow private sector to invest in public works or services.
   
• The private sector investments in former public infraestructure (concessions) allows public sector allocate more investment ressources in social areas, such as public health, education, housing or justice.
