2024년 3월호 『KDI 북한경제리뷰』는 북한의 군사력 강화와 한국의 전략적 대응을 다룬 네 편의 보고서를 수록했다. 2024년 10월 북한의 러시아-우크라이나 전쟁 개입은 국내 문제 해결을 위한 전략적 계산으로, 이는 러북 간 군사협력을 더욱 심화시켰다. 김정은 정권은 대한민국을 '적대적 교전국가'로 규정하고, 8차 당대회에서 핵능력 고도화, 전술무기 개발, 정찰능력 향상을 목표로 하는 국방 발전 5개년계획(2021-2025)을 수립했다. 2023년부터 강화된 러시아와의 군사협력은 북한의 재래식 군사력 현대화를 가속화했으며, 이는 8종의 전술핵무기 개발과 육·해·공군 전반의 현대화로 이어지고 있다. '대적투쟁원칙'과 국방력 발전 계획 간의 연계성은 북한 군사전략의 전반적 방향을 보여준다. 이에 대응해 한국은 2025년 국방예산을 통해 3축 방위체계 강화, 전략사령부 설립, AI 기반 전투체계 개발에 집중하고 있다. 그러나 국방 분야의 4차 산업혁명 기술 도입은 민간부문에 비해 상대적으로 느리므로, 국방력 강화를 위해 민간 혁신기술을 적극적으로 활용하고 협력을 확대할 필요가 있다.

The March issue examines North Korea’s military buildup and South Korea’s strategic responses. North Korea’s intervention in the Russia-Ukraine war in October 2024 marked a calculated effort to address domestic challenges, further deepening RussiaNorth Korea military ties. The Kim Jong-un regime has officially designated South Korea a “hostile belligerent state” and, through the 8th Party Congress, outlined a five-year defense development plan (20212025) aimed at advancing nuclear capabilities, developing tactical weapons, and enhancing reconnaissance. Since 2023, intensified military cooperation with Russia has accelerated North Korea’s conventional force modernization, including the development of eight types of tactical nuclear weapons and upgrades across all service branches. The linkage between its “anti-enemy struggle” doctrine and defense modernization reveals the regime’s broader military strategy. In response, South Korea’s 2025 defense budget prioritizes strengthening its three-axis defense system, launching a Strategic Command, and advancing AI-based combat systems. However, the defense sector has been slower than private industry to incorporate Fourth Industrial Revolution technologies, highlighting the need to leverage civilian innovations and broaden partnerships to enhance military capabilities.
