□ National balanced development creates conditions for each region to be able to develop itself according to its characteristics and enjoy a basic standard of living regardless of regions and social classes.
○ In Korea, ten Innovation Cities, one Administrative City, and four Enterprise Cities have been built, and public administrations and agencies have relocated to different regions of the nation.
○ It is imperative to foster the newly built cities as self-sustaining regional hubs so that the cities function as a hub for revitalization of regional economy.
□ In order for Korea to develop in a balanced manner and to become an inclusive country where all Koreans enjoy its achievements, it is necessary to reform the policy paradigm to shift the focus away from quantitative growth and efficiency.
○ 1) Regional hubs including the seven metropolitan cities, ten Innovation Cities, and the Administrative City should be accessible within two hours by high-speed rail so that the cities pursue mutually beneficial development. 2) The basic mobility rights and transport safety that could be enjoyed by all citizens should be guaranteed. 3) Transport investment and operation system that gives more power to local governments should be established so that transport SOCs that takes into account the characteristics of each region can be built and operated.
○ New transport strategy for balanced development of the entire Peninsula should be formed in preparation for the era of peace, prosperity, and reunification of the Korean Peninsula.
