2021년 북한경제에 대한 여러 분석을 종합하고 향후 거시경제를 전망한다. 경제침체가 이어지는 상황 속에서 ‘축소 지향적 경제 안정화’라는 특징이 나타났으나, 대북제재와 국경봉쇄가 해결되지 않는 한 향후 회복 가능성은 불투명한 것으로 판단된다. 북한의 수출과 수입, 무역수지 총량의 추세 등의 대외무역 데이터를 분석하여 코로나19 사태 지속으로 야기된 2021년 북한의 대외교역 특징을 다룬다. 특히, UN 안보리대북제재위원회의 전문가 패널 보고서, 북한의 밀무역을 감시하는 해외 연구소의 보고서를 활용하여 북한의 비공식무역에 대한 내용을 살펴본다. 북중 육상무역 재개 등이 전망되는 2022년에는 산업 및 실물 부문이 다소 개선될 가능성이 있으나, UN대북 경제제제가 지속하는 한 북한경제 위기 국면의 근본적인 해소는 불가능할 것이다. 2021년 북한의 정책을 단기, 중기, 장기적인 관점으로 나누어서 평가하고, 이를 바탕으로 향후 방향성을 진단한다. 또한, 식량과 농자재의 수입, 생산, 시장가격에 대한 가용데이터를 분석하여 현재 북한이 당면한 식량 및 농업의 문제를 개괄하고 2021년 북한의 시장 물가 및 환율 추세의 특징을 국경봉쇄의 장기화라는 특수한 상황을 감안하여 분석한다. 1월달 경제자료는 북한경제 동향의 평가를 위한 외부기관의 통계자료(GDP, 무역, 환율, 식량 등)이다.

Several observations of the North Korean economy in 2021 are compiled and used to provide macroeconomic projections for the coming years. Amid the continued economic downturn, the economy appears to pursue ‘stabilization through retrenchment,’ but the prospect of an economic recovery is not good unless international sanctions and border closures are resolved. Based on the analysis of North Korea’s exports and imports data and total trade balance, the article examines the characteristics of North Korea's foreign trade trends in 2021 hit by the COVID-19 crisis. In particular, it included North Korea's informal trade data, using the report of an expert panel of the UN Security Council Sanctions Committee on North Korea and the reports released by overseas research institutes that monitor North Korea's smuggling trade. In 2022, if North Korea-China overland trade resumes, North Korea’s industrial and real sectors might improve somewhat, but as long as the UN economic sanctions remain effective, a fundamental recovery will not occur. Based on the diagnosis of North Korea’s policies in 2021 in short-term, medium-term, and long-term perspectives, the article projects future direction. Also, by analyzing available data on imports, production, and market prices of food and agricultural materials, the article outlines the food and agriculture problems facing North Korea today and analyzes its market price and exchange rate trends and characteristics that appeared in 2021 in light of the special situation of prolonged border closure. January issue carries economic statistics (GDP, trade, exchange rate, food, etc.) from external agencies for the evaluation of North Korea’s economic trends.
