Introduction
In September 2000, world leaders at the United Nations Millennium Summit recognized a collective responsibility to work toward “a more peaceful, prosperous and just world.” The Millennium Development Goals (MDGs) reaffirmed this vision and launched an ambitious global partnership for development, setting specific targets by 2015 and using numerical indicators to measure progress. Building on the MDGs, the global community should move beyond meeting basic human needs and promote dynamic, inclusive, and sustainable development, against the backdrop of dramatic changes in international development landscape since 2000. The new goals should not only provide for basic human needs, but also ensure essential human rights and create enabling conditions to help individuals realize their potential.

We suggest that goals, targets and indicators should follow from a holistic notion of development (“development as freedom”), based on a two-track structure of global- and country-level targets and indicators under universally agreed goals, to be achieved over a generation. To help inform the process of selecting the post-2015 successors to the Millennium Development Goals (MDGs), we have presented a menu of potential indicators for eleven “Bellagio Goals”:

This Conference, co-hosted by the Korea Development Institute and the Centre for International Governance Innovation with generous sponsorship by the Rockefeller Foundation, is based on a series of reports and the discussion that took place at a series of conferences in 2011 in Geneva, Switzerland and Bellagio, and consultations in 2012 in: Beijing, China; Seoul, Korea; Pretoria, South Africa; Mumbai, India; Rio de Janeiro, Brazil; and New York and Washington, United States.
