<대화>는 북한경제의 현재와 미래에 장애물이 되고 있는 취약한 국토교통 인프라를 다루었다. 철도, 도로, 해운 인프라가 현재의 상황에 이르게 된 배경을 설명하고, 향후 남북간 교통협력의 방향과 원칙을 제안한다. <동향과 분석>은 김정은 정권이 이제 정치구조적으로 안정화단계를 접어들었으나, 2016년 부터 시작된 국제사회 경제제재, 연이은 자연재해 및 최근의 코로나19 등으로 경제적으로 매우 어려운 상황에 처해 있다고 보았다. 이를 타개하기 위한 북한의 지향점을 최근에 실시된 당규약 개정 및 대외, 대남전략 변화를 통해 살핀다. 또한, 갈수록 첨예해지는 한반도 군비경쟁의 동향과 전망을 분석하고, 남북한의 군사력 건설의 근본적인 차이점을 비교한다. 한국은 자체적으로 상쇄전력을 높여서 북한의 핵무기를 사용 불가능하게 하려는 전략적 접근을 시도 중이지만 경쟁 자체는 한동안 지속될 것으로 보았다. <경제자료>는 북한의 사이버전력을 활용, 최근에는 특히 암호화폐를 통해 상당한 금융범죄 수익을 거두었을 가능성을 다룬다.

October’s ‘Dialogue’ looks over the weakness and problems in North Korea’s road and transport infrastructures that have been an obstacle to the present and future of its economic development. It describes the background of the current situation of railway, road, and shipping infrastructures, and suggests the directions and principles for future inter-Korean transportation cooperation. ‘Trends and Analysis’ explains that the Kim Jong-un regime entered the stage of political and structural stabilization, but economic situations continued to deteriorate due to economic sanctions that began in 2016, a series of natural disasters, and the recent COVID-19 pandemic. North Korea's intent in response to these pending challenges was reviewed based on the recent amendment of the Party’s bylaws and the strategy changes concerning South Korea and the outside world. It also analyzes the trends and prospects of the increasing arms race on the Korean Peninsula, and compares the fundamental differences between the two Koreas in terms of military power building. South Korea is now attempting a strategic approach to disable North Korea's nuclear threat by increasing its own countervailing force, but the competition itself is expected to continue for a while. ‘Economic Data’ deals with the possibility that North Korea might have gained significant financial crime profits in recent years, particularly using cryptocurrency.
