1990년대 북한의 기근 이래, 외부세계가 오랜 기간 북한의 농업과 식량 상황에 대한 많은 관심과 협력을 기울였음에도 불구하고, 여전히 관련 정보는 부족하며, 북한은 세계에서 식량 수급이 불안한 대표적인 나라로 인식되고 있다. 코로나19 사태가 겹치면서 2020년부터 다시 북한 농업과 식량 문제에 대한 관심이 높아지고 있는 바, 이번 <대화>에서는 북한 농업의 역사와 변화, 전망 등을 다루었다.

2021년 북한의 경제상황에 관해, 일부는 현재 충분히 유지 가능하다고 보는 반면, 다른 쪽에서는 올해 식량 작황이 안 좋을 경우 인도주의적 위기상황이 초래될 수 있음을 우려하고 있다. 이러한 견해차가 새로운 것은 아니지만 점점 더 확대되는 경향이 있고, 이러한 현상이 국내와 해외 사이에서도 일부 감지되고 있다. 이를 감안하여 <동향과 분석>은 국내 2021년 북한경제의 흐름을 산업, 시장(물가), 무역, 농업(식량), 군수 경제 다섯 부문으로 나누어, 대표적인 국내 전문가들의 평가와 시각을 컬럼 형식으로 소개한다.

마지막으로, ‘최근 남북관계의 변화와 향후 대북정책의 방향’이라는 주제로 열린 북한경제연구협의회 토론 내용을 요약하여 수록하였다. 크게 남북관계에 대한 평가, 향후 남북관계의 변화 전망, 바람직한 대북정책의 방향에 대한 의견으로 구분된다.

Since the massive starvation in the 1990s, the outside world has been greatly interested and cooperated in helping North Korea's agricultural and food situation, but relevant information and data are rare, and North Korea is still known as one of the world’s hungriest countries suffering chronic food shortages. As the COVID-19 pandemic compounded the situation, North Korean agriculture and food issues are gaining attention again. In this context, ‘Dialogue’ looks into history, trend changes, and prospects of North Korean agriculture.

As for North Korea's economic situation in 2021, some see it as sufficiently sustainable for now, while others are concerned that a poor food harvest this year could lead to a humanitarian crisis. Such a stark difference of opinion is not new, but it appears to widen, and this phenomenon is now even detectable between South Korea and foreign countries. Thus, ‘Trends and Analysis’ divides the North Korean economy in 2021 into five sectors: industry, market (price), trade, agriculture (food), and military economy, and introduces the evaluations and views of representative domestic experts in an op-ed format.

Lastly chapter summarizes the proceedings of the North Korean Economic Research Forum held under the theme, “Recent changes in inter-Korean relations and the Future Direction of North Korea Policy.” It largely includes evaluations of inter-Korean relations, prospects for future changes in inter-Korean relations, and opinions on the direction of desirable North Korea policy.
