본 연구는 무역을 위한 원조(Aid for Trade: AfT)의 국제적 흐름과 정책의제 변화를 분석하고, 한국과 주요 공여국의 AfT 추진 체계를 비교하여 한국 AfT 정책의 개선 방향을 모색하기 위해 수행되었다. 이하에서는 각 장의 주요 분석 결과를 종합하고, 한국의 AfT 추진 체계 구축을 위한 제도적 과제와 정책적 시사점을 요약하여 제시한다.
첫째, AfT는 최근 심각한 환경 변화에 직면해 있다. 2025년 경제협력개발기구(OECD) 개발원조위원회(DAC) 회원국의 공적개발원조(ODA) 총액은 전년 대비 23.1% 감소한 1,743억 달러로 사상 최대 폭으로 축소되었는데, 이는 상위 5개 공여국인 미국, 독일, 프랑스, 영국, 일본의 동반 감축에 기인한다. 특히 미국의 56.9% 삭감은 지난 20여 년간의 ODA 확대 흐름에 큰 타격을 주었다. 이러한 재원 감소는 AfT에도 상당한 영향을 미칠 것으로 예상되나, 공여국별로 대응 양상은 상이하다. 유럽 국가들이 ODA 내 AfT 비중과 절대 규모를 모두 축소하는 반면, 일본은 오히려 AfT 비중과 규모를 확대하며 2022년부터 AfT 최대 공여국 지위를 유지하고 있다. 이는 ODA 재원이 축소되는 환경에서 AfT를 전략적 우선순위로 재조정하는 공여국과 그렇지 않은 공여국 간의 격차가 향후 더욱 뚜렷해질 수 있음을 시사한다.
둘째, 글로벌 AfT는 경제 인프라와 생산역량 구축을 양대 축으로 하는 지원 구조를 유지하면서도, 정책의제 측면에서는 지속적으로 확장심화되어 왔다. 2006년 AfT 범주의 개념 정립을 시작으로, 글로벌 가치사슬 참여와 지역무역통합(2011~15년), 지속가능개발목표(SDGs) 연계와 기후변화 대응(2016년 이후), 공급망 회복력과 디지털 무역(2021년 이후)에 이르기까지 AfT 의제는 전통적인 무역자유화 지원을 넘어 지속적으로 다양화되었다. 2024년 기준 경제 인프라가 전체 AfT의 56.7%, 생산역량 구축이 40.6%를 차지하는 가운데, 녹색 전환지속가능 인프라와 포용적 성장민간부문 개발 의제의 비중이 빠르게 확대되고 있다. 이러한 흐름은 AfT가 단순한 무역자유화 지원 수단에서 공급망, 디지털녹색 전환을 아우르는 포괄적 개발협력 의제로 진화하고 있음을 보여준다.
셋째, 한국 AfT는 규모 면에서 지속적으로 확대되어 왔으나, 경제 인프라차관공공채널프로젝트 방식에 편중된 구조적 특징을 보인다. AfT 지출액은 2015년 약 5억 8천만 달러에서 2024년 약 11억 2천만 달러로 약 두 배 확대되었고, 주요 공여국 가운데 7위권 규모를 유지하며 ODA 대비 AfT 비중(약 30%)도 글로벌 수준을 상회한다. 그러나 2024년 기준 경제 인프라 비중이 68.9%로 글로벌 비중인 56.7%을 상회하는 반면 무역정책규제 비중은 0.9%에 불과해, 인프라 투자에 견주어 무역원활화제도 지원이 상대적으로 취약한 포트폴리오를 형성하고 있다. 다만, 디지털 경제혁신 의제의 출현율이 2015년 8.2%에서 2024년 23.4%로 급증하여 주요 공여국 중 가장 높은 수준을 기록한 점은, 전자정부디지털 통관 등 한국의 발전 경험과 기술적 비교우위가 AfT 사업에 실질적으로 반영되고 있음을 보여준다.
넷째, 일본, 영국, 네덜란드, 호주를 중심으로 공여국의 AfT 추진체계를 분석한 결과, 정책전략, 거버넌스, 재원 및 지원 방식, 주요 분야, 성과관리의 다섯 가지 측면에서 공통된 경향을 보인다. 이 공여국들은 AfT 또는 무역-개발 연계 개념을 정책 문서에 명시하고 이를 상위 대외정책 및 통상전략과 통합하였으며, 개발-통상 간 협의채널을 제도화하고 있다. 또한 패키지형혼합금융형 지원 방식으로 전환하여 다양한 재원을 활용하고 있었고, AfT 성과를 별도로 관리보고하는 한편 WTO 글로벌 리뷰 등 국제 플랫폼에서 자신들의 AfT 성과를 적극적으로 브랜딩하고 있었다. 특히 일본은 외무성재무성경제산업성이 분리된 구조임에도 관련 부처의 역할 분담이 비교적 명확하고 일본국제협력기구(JICA)라는 유무상 통합 집행기관을 활용하여 관계 부처기관 협력을 강화하고 있었다. 또한 개발협력대강에 경제안보공급망 연결성을 명시적으로 연계함으로써 AfT 관련 분야의 개발협력을 대외전략의 핵심 수단으로 자리매김시키고 있다는 점에서 한국에 시사하는 바가 크다.
다섯째, 이상의 공여국 사례를 기준으로 한국의 AfT 추진 체계를 진단한 결과, 한국은 상당한 규모의 AfT를 지원하고 있음에도 정책전략, 거버넌스, 성과관리의 모든 측면에서 통합적 접근에 부재하였다. 한국의 개발협력 전략 체계에는 ‘무역’ 또는 ‘통상’이 명시적인 정책 영역으로 설정되어 있지 않으며, 지역별분야별 전략 문서에 AfT에 해당하는 내용이 상당 수준 내재되어 있음에도 이를 포괄하는 공통 프레임이 명확하지 않다. 보다 근본적으로는, 무상(외교부)유상(재정경제부)원조가 이원화되고 통상 기능(산업통상부)이 별도로 분리된 ODA 추진체계에서, AfT를 총괄 기획하고 부처 간 조정을 담당하는 거버넌스 주체 자체가 명확하지 않은 상태다. 그 결과 한국의 AfT 성과는 각 부처의 개별 보고에 머물러 있으며 국내외에서 모두 과소평가되고 있다. 세계무역기구(WTO) AfT 글로벌 리뷰 참여도 모니터링평가(M&E) 설문 응답 수준에 그쳐 국제 무대에서의 인지도와 영향력이 실제 기여 규모에 못 미치고 있다.
이러한 분석 결과를 종합할 때, 한국 AfT가 당면한 과제는 크게 두 가지로 요약된다. 하나는 재원과 실적의 문제라기보다, 인식과 체계의 문제라는 점이다. 한국은 이미 AfT 상위 공여국으로서 상당한 규모의 지원을 실시하고 있고, UNI-PASS 전자통관시스템의 아프리카 이식이나 한국국제협력단(KOICA)의 스마트팜 사업과 같이 국제사회에 제시할 수 있는 검증된 성과도 다수 보유하고 있다. 문제는 이러한 지원과 성과가 ‘AfT’라는 일관된 정책 프레임 아래 통합되지 못한 채 여러 부처에 분산된 ‘사업의 묶음’으로 존재한다는 데 있다. 다른 하나는 거버넌스 공백이 단순한 행정적 비효율을 넘어 전략적 기회비용으로 이어지고 있다는 점이다. 공급망 안보핵심광물 협력, 디지털 무역 규범 형성, 기후-무역 연계 등 최근 부상하는 AfT 신규 의제는 모두 한국이 실질적인 비교우위를 보유한 영역임에도, 전략 프레임과 거버넌스 미흡으로 인해 규범 형성 논의에 실질적으로 참여하지 못하고 있다.
이에 본 연구는 한국 AfT 추진 체계 개선을 위한 몇 가지 구체적인 과제를 제시한다. 첫째, 지역별분야별 개발협력 전략에 산재한 AfT 관련 내용을 재분류통합하여 무역-개발 연계 관점의 범분야 통합 프레임을 마련해야 한다. 둘째, 외교부재정경제부산업통상부KOICA대외경제협력기금(EDCF) 등 관계 기관 간 협의와 조정, 재정 다양화를 통해 사업재원기관 간 연계를 강화해야 한다. 셋째, 부처별로 분산된 AfT 성과를 종합 평가집계보고하는 성과관리 체계를 구축하며, UNI-PASS스마트팜 등 검증된 성과를 성과 사례(impact story)로 가공하여 AfT 글로벌 리뷰 참여를 세션 주최 수준으로 강화하고, 외교 자산으로서의 기반을 강화해야 한다. 끝으로, WTO 무역개발위원회(CTD)와 AfT 글로벌 리뷰를 통해 공급망, 디지털 무역, 기후-무역 연계 등 신규 의제 형성에 선제적으로 참여하고 대응해야 한다. 특히 AfT 이니셔티브 출범 20주년을 맞아 2026년 10월 개최 예정인 제10차 WTO AfT 글로벌 리뷰는 한국이 이러한 과제들을 가시적으로 이행하고 공여국으로서의 존재감을 국제사회에 드러낼 수 있는 가장 가까운 계기가 될 것이다.
궁극적으로 AfT 추진 체계의 개선은 단순히 원조의 효율성과 효과성을 제고하는 문제에 그치지 않는다. 이는 AfT를 개발협력의 한 분야로서의 차원을 넘어, 한국의 통상경제외교 전략과 연계된 정책 도구로 자리매김시키는 작업이며, 나아가 국제 지경학적 질서가 재편되는 국면에서 한국이 주도적인 주체로 참여할 수 있는 기반을 마련하는 일이다. ODA 재원이 전 세계적으로 축소되고 주요 공여국들이 국익 중심의 개발협력 전략을 강화하는 지금이야말로, 한국이 AfT를 명확한 정책 영역으로 인식하고 체계적인 추진 체계를 구축해야 할 시점이다.

This study analyzes global trends and shifting policy agendas in Aid for Trade (AfT) and compares the AfT implementation systems of major donor countries, including the Republic of Korea, to draw policy implications for improving Korea's AfT policy.
AfT currently faces a challenging funding environment. Total Official Development Assistance (ODA) from members of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) fell by 23.1 percent year-on-year in 2025 to USD 174.3 billion, marking the sharpest decline on record. This decrease was driven by simultaneous cuts from the five largest donors, namely the United States, Germany, France, the United Kingdom, and Japan, with the United States alone recording a 56.9 percent reduction. This decline in development finance is also expected to have a significant impact on Aid for Trade (AfT), although responses vary across donor countries. While European donors have reduced both the share of AfT within ODA and its absolute volume, Japan has instead expanded both its AfT share and overall commitments, maintaining its position as the largest AfT donor since 2022.
Globally, AfT continues to center on economic infrastructure and productive capacity building―accounting for 56.7 percent and 40.6 percent of total AfT in 2024, respectively―while its policy agenda has steadily broadened from global value chain participation and regional trade integration (2011-2015) to the
Sustainable Development Goals (SDGs) and climate action (2016-) and supply chain resilience and digital trade (2021-). Korea's AfT expenditure nearly doubled from USD 0.58 billion in 2015 to USD 1.12 billion in 2024, ranking among the top seven donors, with an AfT share of ODA (about 31 percent) exceeding the global share of 18.1 percent. However, Korea's portfolio remains disproportionately concentrated in economic infrastructure (68.9 percent, above the global share of 56.7 percent), while trade policy and regulation support accounts for only 0.9 percent. Meanwhile, its digital economy and innovation share has grown rapidly, from 8.2 percent in 2015 to 23.4 percent in 2024, the highest share among major comparator donors.
A comparative analysis of Japan, the United Kingdom, the Netherlands, and Australia identifies common features across policy, governance, financing, and performance management: these donors explicitly reference AfT (or trade-development linkages) in top-level policy documents, institutionalize consultation channels between development and trade authorities, and separately manage, brand, and communicate AfT outcomes through international platforms such as the AfT Global Review. Japan, in particular, coordinates across different ministries through Japan International Cooperation Agency (JICA), an integrated grant-and-loan implementing agency, and a cabinet-level coordination council, explicitly linking economic security and supply chain connectivity to its development cooperation charter.
Benchmarked against these cases, Korea's AfT implementation system reveals clear gaps in policy strategy, governance, and performance management. No single authority is responsible for AfT planning and inter-ministerial coordination―a structural consequence of the bifurcation between grant aid (Ministry of Foreign Affairs) and concessional loans (Ministry of Economy and Finance), as well as the presence of a separate trade ministry (Ministry of Trade, Industry and Resources). As a result, Korea's AfT achievements remain scattered across individual ministry reports and are undervalued both domestically and internationally, while its participation in the AfT Global Review has been limited to survey-level monitoring and evaluation reporting.
This study argues that Korea's AfT challenge lies not in a lack of resources or performance, but in how AfT is recognized and institutionally designed: Korea already possesses proven achievements―such as the export of the UNI-PASS customs system to seven African countries and Korea International Cooperation Agency (KOICA)'s smart farm projects―that have yet to be integrated into a coherent AfT policy framework. This governance gap also entails a strategic opportunity cost, as emerging AfT agendas in which Korea holds comparative advantages―supply chain security and critical minerals, digital trade rules, and climate-trade linkages―are being shaped by other donors while Korea remains largely absent from the discussion.
The study proposes five institutional tasks for building a Korean AfT implementation system: (1) establishing a cross-cutting integrated policy framework by reclassifying AfT-relevant content scattered across regional and sectoral strategies; (2) formalizing governance through official consultation channels among the Ministry of Foreign Affairs, the Ministry of Economy and Finance, the Ministry of Trade, Industry and Resources, KOICA, and the Economic Development Cooperation Fund (EDCF); (3) developing verified achievements such as UNI-PASS and smart farm projects into impact stories and elevating Korea's engagement in the AfT Global Review to the level of session hosting; (4) building an integrated performance management system to consolidate and report AfT outcomes across ministries; and (5) proactively engaging in the formation of emerging trade-development agendas through the WTO Committee on Trade and Development and the AfT Global Review. The 10th AfT Global Review, to be held in Geneva in October 2026 to mark the 20th anniversary of the AfT Initiative, represents the nearest opportunity for Korea to demonstrate progress on these tasks.
Ultimately, building an AfT implementation system is not merely a matter of improving aid efficiency and effectiveness. It is about positioning AfT as a policy instrument linked to Korea's trade and economic diplomacy strategy, and laying the groundwork for Korea to serve as a norm-setter amid the ongoing reshaping of the global geoeconomic order.
