Summary
역대 정부는 국토의 균형 잡힌 발전을 위해 다양한 노력을 펼쳐 왔다. 그러나 지금까지의 지역 간 인구이동 추세를 볼 때, 이러한 균형발전정책의 성과에 대해서는 부정적인 평가를 내릴 수밖에 없다. 외국의 사례를 통해 볼 때에도 인위적인 균형발전정책은 성공할 가능성이 희박하다. 과거 많은 나라에서는 지역 간 형평성 제고와 국가경제 전체의 경쟁력 확보라는 두 가지 정책목표를 양립적인 것, 또는 상호보완적인 것으로 인식하여 인위적인 균형발전을 추진한 바 있다. 그러나 수십년 동안의 경험을 통해 이제는 이 두 목표가 양립적인 것이 아니라 대립적인 것임을 알게 되었다. 예를 들어 프랑스에서는 1970년대 석유파동 이후 성장둔화 및 재정악화를 경험하면서 균형발전정책이 전면적으로 후퇴한 바 있다. 또한 최근에 연구가 활발히 이루어지고 있는 新경제지리학(new economic geography)의 논의를 통해 알게 된 사실은 지역 간 격차의 심화가 불가피한 경제적 현상이며, 경제성장을 촉진하기 위해서는 오히려 대도시로의 집중이 유리할 수 있다는 것이다. 이에 따라 많은 나라는 심화되는 국가 간 경쟁 속에서 지역 간 형평성 제고보다 국가경제 전체의 경쟁력 확보를 더 중요한 목표로 삼고 있다.
