A comprehensive roadmap for the development of SMEs in Kazakhstan is suggested in this study. In doing so, Korea’s experience of economic development is explained and used as a benchmark.
An innovative business environment should first be achieved, as it furnishes enterprises with a stable base for development. Then, the government should establish and strengthen the institutional support system for SMEs. Practical support programs should also be provided and operated as the final measures for the development of SMEs.
