In international development cooperation, a deep understanding of partner countries and sectors is essential for effective project planning and implementation. This understanding, rooted in the complex political, economic, and social dynamics of each country, provides a foundation for developing tailored strategies. However, existing literature predominantly focuses on regional, country-specific, or sectoral studies, often overlooking the potential benefits of in-depth, country-sector-specific case studies. Expanding the literature with such an approach would not only support policymakers and practitioners in designing more effective projects but also reduce the costs associated with preliminary country and sector analyses.

Since 2004, the Korea Development Institute (KDI) International Development Cooperation Center has managed the Knowledge Sharing Program (KSP) in collaboration with the Ministry of Economy and Finance, the Export-Import Bank of Korea, and the Korea Trade-Investment Promotion Agency (KOTRA). Through this program, KDI has provided policy consultations on more than 1,700 topics to approximately 102 partner countries. This study utilizes the insights gained from KSP to explore sector-specific case studies within the partner countries, offering valuable lessons for future development cooperation.

The study presents four key case studies. The first focuses on Mongolia, where we examined cooperation in the development of the housing finance market. The second case examines to utilize the Rural Development Index (RDI) in evaluating the performance of Vietnam's New Rural Development (NPT-NRD) and link it with Korea's ODA. The third case addresses the urban sector and Costa Rica's National Decarbonization Plan (2018-2050) to identify international cooperation strategies for carbon neutrality and green growth. Finally, the fourth case examines the evaluation and development of knowledge-sharing projects in the transportation sector, focusing on the cases of the Hungary Knowledge Sharing Program (KSP) and the Economic Innovation Partnership Program (EIPP)
Each case study provides an in-depth analysis of specific sectors within these countries and presents policy recommendations based on South Korea's development experiences. These recommendations are designed to address the unique developmental challenges of each partner country, contributing to the broader discourse on international development cooperation and providing insights for similar contexts in other countries. The research highlights how sector-specific case studies can be a valuable tool for improving the effectiveness and impact of development cooperation efforts.
