The purpose of this study is to identify major policy issues
involved in managing these programs to provide proper urban
services to the poor in Seoul and, on the basis of this analysis,
the develop alternative approaches for efficient management of
urban services for the poor.
This study will concentrate on two programs. namely 1)
large-scale relocation of the poor through construction of a
satellite city, 1968-71 and 2) the urban renewal projects since
1979. These two programs were chosen because their
implementation is extremely complex and drastic in nature.
