□ The Moon Jae-in government selected the formation of “Northeast Asia Plus Community of Responsibility (NAPCOR)” as one of the 100 national tasks, which serves as South Korea’s mid- and long-term strategy for survival and prosperity.
 
○ Considering the geopolitical tension and competition structure in Northeast Asia, South Korea needs to create a peaceful and cooperative environment favorable to its survival and prosperity.
 
○ Northeast Asia Plus Community of Responsibility is a mid- and long-term regional vision that shows South Korea’s will to create an environment for peace and prosperity of Northeast Asia and beyond.
 
□ Through an analysis on the current affairs of Northeast Asia and Asia, South Korea needs to examine viability of Northeast Asia Plus Community of Responsibility and set a concrete execution strategy.
 
○ South Korea needs to come up with a strategy of how its commitment to the multilateral system could coexist with regional organizations and how to divide the roles effectively.
 
○ South Korea needs to solidify its stance and strengthen its bridge role by weakening the exclusiveness and enlarging the inclusiveness contained in the regional visions of powerful neighboring countries.
 
□ Establishing a domestic execution system is urgently needed so that various axes constituting the policy vision of Northeast Asia Plus Community of Responsibility are systematically connected.
 
○ South Korea needs to install a committee that could bind and comprehensively pursue Northeast Asia Peace and Cooperation Platform, New Northern and Southern Policy, and New Economic Map.
