□ The presentation features the result of public perception survey about how public perception has changed since the “Candlelight Struggle.”
 
□ The public assessment of the 2016-2017 candlelight democracy and Moon Jae-in government is positive.
 
○ According to the survey of 2,000 people conducted by Korea Institute of Public Administration from April 26 to May 2, 83.9% of respondents said that the 2016-2017 Candlelight Struggle had a positive effect on the development of democracy in Korea.
 
○ Regarding Moon Jae-in government that came to power after the candlelight movement, a majority of respondents agreed that Korean democracy has improved over the years (70.2%). Furthermore, a majority of respondents perceived that the Government is making efforts in the areas of communication with the public (78.3%), resolution of political corruption (75.3%), and public welfare stability (71.5%).
 
□ The public shows a strong distrust of the government and strong preferences for democratic approach based on direct participation.
 
○ The perceptions of trust in the central government, the National Assembly, the local government, and the local council are 49.4%, 10.6%, 24.7%, and 17.8% respectively. On the other hand, the share of respondents who agreed that these institutions consider public opinions is low with the rates of 39.7%, 36.5%, 31.7%, and 26.3% respectively.
 
○ 87.5% of respondents believe that the government should strengthen institutional system for public participation. The rates of willingness to participate are 79.9% for national issues, 70.7% for metropolitan & provincial issues, 72.4% for municipal issues, and 67.4% for town issues.
