Presentation 2. Democracy In and Beyond the Public Square: What Comparative Analysis Tells Us About the South Korean Case
Justine Guichard Visiting Scholar, University of Pennsylvania
□ This presentation interrogates the meaning of democracy in and beyond the public square through comparative lenses of the South Korean and Spanish cases.
○ Since 2011, both countries are in a special position internationally due to civil revolution erupting in the context of a dual structural crisis (crises of economic inequality and representative democracy).
○ The comparison of the 15-M movement in Spain and the Candle Struggle in Korea reveals different results in terms of institutional political aspect. Spain has undergone an alternation of political party system with the emergence of Podemos in 2014, while South Korea has undergone a power alternation with the 2017 election of Moon Jae-in. Both changes aspire to embody a paradigmatic shift.
□ In the South Korean case, if "candle democracy" is the name of the new paradigm and "inclusion" is the direction of its shift, defining these terms is a work in progress.
○ This presentation suggests that the new paradigm of democracy in South Korea should not be limited to echoing the claims voiced by the candlelight movement in the public square. It should also address the grievances of the voiceless, whose rights for expression in the public square is deprived by authoritarian era of political and economic development.
